Per CT DEP Marine Fisheries:
NY has their own free registry that their fishermen will now sign up for instead of a marine (salt water) license. This will be treated with the same reciprocity between CT and NY in Long Island Sound only. For those fishing south of Fishers Island or in any other NY waters (south of LI, etc.) they will need the free NY registry (same area where reciprocity was not recognized previously). Basically the same as before, now the free NY state registry paper takes the place of the former NY marine license.
