Dam skedules

I was fishing on a river, and all of the sudden the amount of water in the river began to rise. This was not a problem for me so much as my partner who was standing on a rock in the middle of the river just before a riffle which was rapidly becoming a rapid. Is there any way to find out when the city/county/dep or who ever controls the gates is going to open or close them effecting the flow in the river.

I watched someone adjust the dam on the quinbaug today while i was fishing down stream. Did not notice a major change in water level, but if you look at the guage today, its all over the place. This is scary stuff if your in the water!!!!
