Ice fishing= Live bait

Soft water= Lures

Bluefishing= Poppers and diamond jigs

Surfcasting= Chunks and poppers/swimmers

Schoolies= Plastics and swimmers

Porgies/seabass/tautog= LIVE BAIT

Striper= bucktails, swimmers, chunk bait, whole bunker, clams, tubes, swim shads etc... I've seen some funky stuff in their gut

Fluke= Teasers with FRESH LIVE BAIT

Cod= Norwegian Jigs

I use more lures than live bait, but if I can get what I want for live bait like shinners I think they produce more fish.

Lures for fresh, frozen bait for salt. Every once and a wile worms for fresh. Going to try eels this year for salt.

I use mostly lures for fresh water, bait when bottom fishing and fresh bait for salt water. It's an age old question with lots of answers. Please dont ask about colors LOL!
