Eastern District

Motor vehicle arrest

On the evening of Monday, May 7, 2012 at 2319 hours Officer Stanko was on patrol traveling westbound on Route 66 in East Hampton. As he approached the intersection of Bear Swamp Road he observed a vehicle traveling eastbound on Route 66. No other vehicles were in the vicinity. He observed that vehicle's headlamps cross over the solid double yellow lines and that vehicle traveled half in the eastbound lane and half in the westbound lane He was traveling in. Officer Stanko needed to pull his patrol vehicle as far to the right of the lane as possible to keep from striking head on into the oncoming vehicle. As the vehicle passed Officer Stanko observed it was a dark colored Honda type sedan. Officer Stanko immediately made a U-turn as he kept the offending vehicle in view.
Officer Stanko remained equidistant behind the Accord and watched as it again drifted well into the westbound lane and straddled both lanes where it then remained there. No other vehicles were on the roadway in the vicinity. Officer Stanko conducted a motor vehicle stop on the offending vehicle. The operator was field tested and placed under arrest for Crossing Left of Center Line 14-230a and Operating Under Influence Alcohol / Drugs 14-227a.

Criminal Investigations

On May 7, 2012, Officer Stanko received a confirmed arrest warrant from a case he was involved with in March of this year where he apprehended a subject being sought by the Plainfield Police Department. During that incident Officer Stanko developed information of a separate crime and upon follow up investigation, including a warrant application; he received the warrant and arrested the subject for Possession of a motor vehicle with altered or mutilated VIN, Larceny in the Third Degree, and Criminal Trover in the Second Degree. The accused was given a court date and released on a $2000.00 bond.

On March 6, 2012 Officer Stanko received information that a man had been shooting a firearm from a motor vehicle in Mashamoquet State Park in Pomfret. Initial information was insufficient to make a case so he put out a BOLO for a vehicle with a partial plate. Officer Stanko’s perseverance paid off with a trooper finding a suspect vehicle and passing the information on to Officer Stanko. He researched the potential suspect and learned there was a criminal history including a Misdemeanor handgun disqualification and a past felony conviction. Officer Stanko was unable to track the suspect immediately and again employed the assistance of the State Police. Shortly thereafter, two Detectives, while en route to meet Officer Stanko identified the suspect vehicle and affected a motor vehicle stop which resulted in an immediate custodial arrest for felony charges by State Police. Officer Stanko was able to assist at the scene, interviewed the suspect while he was in custody at Troop D, and obtained a full confession for all offenses committed in the state park in March. Officer Stanko will be applying for a felony arrest warrant in this case for the suspect.


Boating

On May 12, 2012 Officer J. Williams was dispatched to a call at Coventry Lake for a possible BUI and boating crash involving a 23’ motorboat and a canoe. The two occupants of the canoe had been taken by ambulance to Windham Hospital for minor injuries and Coventry Police had met the occupants of the motor boat at the boat ramp. The incident is still under investigation by EnCon Police with the application of an arrest warrant expected.

ATV accident

On May 26, 2012 Officer J. Williams was dispatched to a call for a dirt-bike accident in Ross Marsh Wildlife Management Area. Upon arrival he determined that two juvenile males were illegally riding dirt bikes in opposite directions in the WMA when they collided head-on. The collision resulted in one of the boys being taken to Day Kimball Hospital for injuries sustained in the accident. The boys and their parents were advised of the violations and warned for the same.

Sale of fish and drugs

On May 24, 2012 Officer Stanko received information that a man was selling undersized striped bass out of his pick-up truck in Manchester. He conducted surveillance on the area for some time before watching the exchange between two men of cash and an intact fish. He approached the men and upon further investigation learned there were also marijuana sales taking place. One of the men had several prior fish and game arrests, and both had lengthy criminal histories. Both men were arrested on scene for multiple violations including Illegal sale of striped bass, Illegal possession of striped bass, and Illegal possession/sale of marijuana.

Bear removal

On May 31, 2012 DEEP Dispatch received a call from State Police that a bear was on the loose in down town Danielson. Officer Williams responded to the scene and learned the bear was located in a densely populated section of town and there were major roads surrounding the area. Officer Williams requested Sgt. Tomassone to assist so the animal could be tranquilized. Upon arrival of Sgt. Tomassone, Officer Williams mixed the appropriate drugs for the bear in question and successfully fired a dart into the rump of the bear. The bear was given some time to assimilate the drug and it was determined that more drug would be needed to remove the bear from the area. Officer Williams administered more drug via pole injection as the bear had come down closer to ground level. Minutes later the bear was immobilized. The bear was taken to a state area close by for biological measurements and successfully released.



Marine District Highlights

Park assaults/ disturbances

On May 29, 2012 DEEP EnCon Officer Bouthillier was dispatched to the Rocky Neck State Park Campground in East Lyme for a report of a disturbance. Officer Bouthillier found a male and female heavily intoxicated at a campsite and the couple were arguing loudly and disturbing other campers nearby. Officer Bouthillier awaited backup and arrested both parties for Breach of Peace and since they had been residing together it qualified as a family violence offense. The arrested parties were from Pennsylvania and were presented in court the next day.


On May 15, 2012 State Environmental Conservation Police assistance was requested in the early morning hours by Madison Police after stopping a vehicle with intoxicated young adults near the park entrance who indicated they had been partying with others on the beach at Hammonasset Beach State Park. (The park was not open to camping until three nights later, on 05/18/12.) EnCon Police Officers Chemacki and Ruggiero responded and found seven males walking around the beach area. All were cited for trespassing and were evicted from the park.

On May 19, 2012 EnCon Police Officers Monday and Ulkus were on patrol at Hammonasset when they received a report from a twenty-one year old female that she might have been attacked and/or sexually assaulted while at Hammonasset campgrounds earlier that day. Officer Ruggiero also responded to assist Officer Monday with interviewing numerous campsite registrants and visitors, while Officer Ulkus responded to Middlesex Hospital in Middletown to interview the victim and secure evidence. The investigation is on-going.

On May 27, 2012 EnCon Police Officers Bouthillier, Chickos, Monday, Ruggiero, Sgt. Lundin, State Police Troop F, and Madison and Clinton police officers responded to a reported fight in progress at Hammonasset Beach’s West Beach picnic pavilion. Upon arrival most of the involved parties had already dispersed or left the area, but one female with a leg laceration and a male with a concussion were transported by ambulance to area medical facilities for evaluation. Two other males later reported to Meriden and Middletown hospitals with lacerations and wounds reportedly from the Hammonasset incident. All subjects declined to provide details about the fight or their attackers. EnCon Police continue to investigate the incident.


Western District Highlights


Black bear illegally shot

On May 15, 2012 EnCon Police Officer Paul Hilli responded to a complaint of a black bear being shot and killed in Burlington. Officer Hilli determined that the bear had entered an open garage and left on its own. As the bear was walking away from the house across the lawn, the homeowner shot the bear with a pistol, wounding the bear to the extent that it walked to a neighbor’s yard and died on the lawn. The subject who shot the bear was charged with illegally killing a black bear and upon determining that he could not legally possess a handgun, he was also charged with illegal possession of a handgun.

DUI/Motor vehicle accident

On May 26, 2012 EnCon Police Officer Ralph Concepcion responded to a report of an intoxicated male attempting to drive out of West Rock Ridge State Park in Hamden. While attempting to leave the park the male drove his vehicle into a tree. Officer Concepcion arrested the individual for operating under the influence.

Stolen ATV recovered

On May 27, 2012 EnCon Police Officer Jeff Bruno responded to a complaint of several pickup trucks with ATVs going into Naugatuck State Forest in Naugatuck. Officer Bruno responded and located three individuals illegally riding ATVs in the forest. Upon checking the ATVs, Officer Bruno determined that one of them had been reported stolen in Orleans, Massachusetts in 2008. The stolen ATV was seized and Officer Bruno arrested the 3 individuals.

Narcotics Violation

On May 28, 2012 EnCon Police Officer Greg Ulkus was on patrol in Silver Sands State Park in Milford. Officer Ulkus observed two subjects acting suspiciously in the parking lot. Officer Ulkus discovered that one of the subjects was in possession of numerous packets of heroin and arrested the subject for illegal possession of narcotics.

Assault arrest

On May 28, 2012 EnCon Police Officers Nick Miofsky, Erin Crossman and Tim Hill as well as Troopers from Troop B responded to Peoples State Forest in Barkhamsted to a report of a fight. The officers arrived and determined that a fight had occurred between a father and son and the father’s girlfriend. The officers arrested the 20 year old son for assault and transported him to the State Police barracks where he was held overnight for arraignment in court on May 29, 2012
