I run ultra light tackle with a fly and bobber, and was wondering if i would get busted if i am fishing with a fly on a spinning rod in a fly fishing only area. Is the bait the big deal or will they bust my chops for running a spinning pole???

well i guess everything is defigned in the guide, the pole and the bait are both a requirement in a fly fishing area. Better to call than to get "TAXED"

fly fishing is defined that u are casting the weight of the line rather than the weight of the lure which happens to occur in spin fishing, therefore a spin rod and a bobber is not fly fihsing because the braid/mono is not the weight being casted it is the bobber

i did get the answer and it is listed in the anglers guide. Your definition has some holes becaue there are double flys, nimphs with lead on the hook, and strike indicators, that all add weight to the setup. As a side note i dont know how they legaly exclude any anglers. It may make a fun cort case if your boored and have to much money.
